A retaining wall holds back grade, but it also has to manage the water moving down that slope, or that water turns into pressure on the back of the wall. We grade the yard, build a gravel drainage zone and perforated drain line behind the wall, and route the outflow away from the house and the wall. Done right, the wall solves the pooling instead of trapping it. We walk the yard during a heavy-rain mindset before we design anything, because in this clay-heavy soil the drainage decision drives everything else.

How long should a stacked-stone retaining wall actually last around here, and does it need a permit?

A segmental or stacked-stone wall built with real drainage and the right base lasts 50 years or more, even in Conroe and Magnolia clay. The walls that fail early almost always skipped the gravel backfill and drain line, so they last a fraction of that. On permits and engineering: walls over about four feet tall generally need engineered drawings and may need a permit depending on your city and how close the wall sits to a structure or easement. We handle that on taller builds rather than leaving it to you, and for shorter garden walls it usually is not required.
